The search results ending in .gov.tr usualy redirects to phonesear.ch which has a banner ad to Spokeo, they will claim to find the owner of the number, usualy stall you with a fake loading bar, and wil only give you the result after you provid your credit card information, which is pretty sketchy

Expert Opinion
It’s odd how often these calls masquerade as legitimate services while actually routing you through Turkish domains to Swiss landing pages that harvest your data. Callers typically rely on vague location cues and a faux‑authority vibe to keep victims on the line. If you spot a number that claims to be from a government site but redirects to a paid lookup, hang up immediately and block the number. Never share personal or payment info with unsolicited callers, and consider reporting the traceable patterns to your carrier. A quick search of the number’s prefix can reveal the spoofed origin and help you stay one step ahead.

It would be interesting to understand how a spoofed Florida number was traced back to Turkey.
Given the explanation that these calls aren't from the specified country and lead to Spokeo for paid misinformation, it's clear there's confusion; this isn't a robocall scam since there was no recorded message, indicating a misunderstanding of the term.
I identified this as a robocall scam, possibly originating from Turkey.
