Initially, it appeared to be a Microsoft scam, but the voicemail mentioned a potential charge and referenced PEP Care Maintenance Service, which seems to be a dubious entity, regardless of its actual purpose
Is This Microsoft Threat Call a Scam?

Expert Opinion
Oddly enough, these calls all hinge on a fake threat of a charge unless you call back. The pattern is a recorded voicemail warning of a pending debit, often citing Microsoft or a bogus maintenance service, then urging an immediate return call. The scammers rely on fear and urgency, hoping you’ll hand over personal info or grant remote access. Never give out account details or allow remote control to anyone who calls unprompted. Hang up, block the number, and verify any alleged charges directly with the legitimate company using official contact channels. Report persistent numbers to your carrier and to the FTC for broader action.
