It's unfortunate that by opting out, you're verifying your number is active. However, simply answering the phone or even just having voicemail answer is enough for these scammers to confirm that the number is in use

Recieved a call stating they had the wrong number, I opted out of special promotions, hopfully it will stop these unwanted calls, but I doubt it.
After calling the number back, I opted to be added to the do-not-call list.
