I'm not sure how that conclusion was reached, but using the provided link and running it through whois.com, I found that the site was registered in 2023 and expires in 2025, and upon visiting the site, it's clear that it's a PAC operated by Trump and the RNC.
I recieved a text from a number, it was suppost to be from President Trump asking for donations, but its a scam, they try to make you click on a link.
