Since the phone system switched to digital, things like that are not efective anymore, the sound of the horn will still get through but the audio filter will clip its ear-spliting volumne, thats been a while

Obviously, Joey is correct, if you atempt to call back some of these numbers (not recomendded) you may recieve a message that the number is not in servise. They use these numbers to show up on your caller id so they can't be traced back to them by the people at DNCR, they just want your CC info, they dont want you to be able to ever call them back.
