Feel free to doubt, but this is my experience.
The lady claimed it was regarding a free water testing kit when I returned the call, supposedly to determine the safety of our drinking water, and inquired about my availability, to which I responded with a polite decline.
It's unlikely that the received mail was the first communication, considering the likelihood of forwarded mail from a previous address
