Upon receiving a lengthy message from an 'operator' regarding an inmate, I investigated the number and found it to be associated with a company that facilitates inmate calls, which seems pricey and best avoided unless you know the inmate.

A call was recieved from 800-943-2189 at midnight, in which a message was left in Spanish; upon calling back, a woman with a Spanish accent explianed it was a collect call from an inmate at the NCIC Border Patrol Beyer facility.
Apparently, the caller from 800-943-2189 spoke spanish and I havn't a clue who it was or what they were trying to say.
The same thing happend to me too
