Clearly a scam, multiple calls and sms from this number claiming to be DHL, but the person who answered didnt sound british, i have allready received my parcel so theres no need for customs clearance. He needed the Waybill number and couldnt find me any other way, the link in the sms looks legit but asks for HMRC info, i've blocked this number as it's definately phishing.

Cant be certain. It could've been a scam as I'm not expecting anything via DHL, and my DHL account shows no pending shipments. I recieved an email shortly after the call (which I ignored) that Google suggests is genuine/owned by DHL, asking for a customs declaration number, but the email was broken/missing info, so it could be spoofed. Regardless, I'm not expecting anything through DHL, so I'm unsure.
