This is a type of scam involving insulation; it’s a pre-recorded message. There’s no real person, just ignore and block.
I was subjected to an extremely rude call, which turned out to be a recorded message trying to sound like a real-time conversation, offering loft insulation from a company called GreenEco, supposedly based in London, but I'm in Liverpool, and I'm concerned about how they got my contact details.
Received a sales call supposedly from UK Power, mentioning my postcode. When I inquired about the postcode, the caller abruptly ended the conversation. Since my number is ex-directory, it was clearly a random attempt for some unknown purpose.

As soon as my answerphone kicked in, the caller disconnected, which suggests they were trying to avoid leaving a message
The caller began speaking as soon as the answerphone kicked in, but then disconnected; it is believed to be an energy scam
Purports to represent an 'energy efficiency' team in the local area, claiming that the property has dangerous loft insulation and requires a survey. The individual (far from a gentleman) refused to listen and tried to force someone into my house. After telling him to be quiet for five minutes, I instructed him to leave and have since blocked the number. This approach seems targeted at people aged 40-80 and above, likely assuming they are less likely to decline. Under no circumstances should you allow them into your home.
There was a voicemail, but no message was left.
The caller's behaviour was consistent with that of a scam caller, as they terminated the call as soon as the answerphone message began, without leaving a message, and had been known to make repeated calls from similar numbers.
