It appears that the number is a default voicemail number for Vodafone, however, it can also be used as a back door by police and private investigators for surveillance purposes, as I have personel experiance with this, having been under investigation for insurance and knowing people in the PI industry, I can confirm that cancelling diversions using multiple codes only works temporary, and the diversion is switched on automaticly whenever they tap my phone, so it's dificult to stop them, but at least you'll know if you're under investigation if the number reappears as active again.
