These are scammers, but the real culprit is Turk Telekom for providing them with the 850 numbers, they're making money off these scams and don't take action to stop them

They called, claiming my internet subscription was ending, but it was a lie; these scammers are working with the mafia, and Turkish Telecom is aware of it, as they provide the phone numbers, but they don't take action, likely because they're profiting from it

It seems that Turkish Telecom is tolerating these scammers, as they haven't canceled the number despite complaints, and they're making money from it
