Thanks to previous posters, it has become clear that WCF is a spoofed number used by scammers, who can be described as unscrupulous individuals.
At 8:12, the call was made, but the caller did not respond when the call was answered, with the caller ID indicating it was from WCF.
The Women's Cancer Fund is reportedly associated with this number, which I discovered after calling back from a blocked line.
A call was recieved from this number, appearently from WCF, but no message was left, making it seem a bit suspecious

I also just recieved a call from them, the caller id said the originator was "WCF"
