I had the same experiance, Experian told me to dispute with Citi personnally, I finaly found a good contact number for Citi and they took care of the dispute

I recived a call from a florida number, 904-954-1207, claiming my social security number and other informations were used to open a CITI Bank account, and they provided me with a Identity theft collection service number, 866-668-5747, to file a report, but all these numbers seem to be fraudulant
