Found it highly suspicious as they claimed to represent EDF, which is not my service provider.

Harassment Call
Two calls were received from this number this morning, but on both occasions, there was no response when the phone was answered.
A call center demanded payment, claiming I owed money. This was odd since I had recently changed my landline number, and only family members knew it. When I questioned the caller about her permission to contact me, she defiantly replied, 'I don’t need permission.' A loud whistle was blown into her ear, and she eventually hung up. They tried calling again and received the same response. Clearly a scam.
