Although it appeared to be a scam, I chose to pick up. It turned out to be Virgin Media, who upgraded my very outdated super hub without extending my contract or incurring any fees. I confirmed this later on my Virgin account.
It's Virgin Media's sales team. Since Liberty Media, a major American cable company, acquired Virgin, everyone I know who has dealt with Virgin, past or present, has been harassed by this outdated marketing approach. I block every number they use to call me.
